So I may be right that the 'foot' - shown as 'A' in my photo, attaches to 'B'? It look slike that in your photo - I circled the area. A closer look there would be very helpful. Thanks

Yes!

As I can see, when the throttle cable is pulled, it levers the nylon roller 'C' upwards and this releases the hook 'D'. So how are the carb butterflies moved?

Ok - as you push the throttle down the part with the blue arrow goes up which pushes the lever towards the engine block (middle red arrow) which pulls the connecting rod which is attached to a bracket (green arrow) which is connected to a spindle two outer red arrows - this also down downwards motion which open the butterfly's in the carbs. If you take hold of the part with the green arrow and rotate it in a anti clockwise direction the engine will rev up - providing its running
