Steering rack adjustment

As Im playing steering this week, I noticed I could get lift in the rack pinion, I know there is a ball race underneath the screw collar, I can see 8-10mm of thread sticking out of the rack, todays thoughts go along the line of ..... Has the screw collar come loose, can it be re-adjusted, the small hole I can see I assume is for a locking screw, is it an Allen headed grub screw ?, or, worst scenario, is my rack knackered?,
