...are your carbs opening up to full chat? Put your foot to the floor (engine off) and see if the throttle spindle linkeage still has more movement available to it. If it has you may be suffering from cracked bulkhead at the throttle pedal syndrome which prevents your carbs from opening fully...

Not only that. perished carb mounts let in air and weaken the mixture under load from the throtle cable. had it on my car, tried everything else until I rested my hand on the carbs and spotted the cracks.
