There are two type of choke cables one has a solid wire and the other has a stranded wire and I believe they have a different arrangements to lock the choke out when it is required. I wish I could give a definitive answer but I can’t. The springs are shown in the Official Triumph Dolomite range 1971 onwards parts catalogue but I can’t find any info about fitting them in the official workshop manual.

Similarly they are shown in an exploded view of a gearbox in the 1500 Dolomite ...

I assume Rimmers are still producing and sending out Dolomite and Sprint parts and accessories catalogues if you request one. Have you also checked the fuse electrically. You need to do it with a meter as I had one that looked to be ok but it was no longer passing any current.

The loss of the voltmeter read may just be that the earth connection to the voltmeter is not very good. I suggest you check that the actual voltmeter connections are making a good contact. Wonky wobbly jets are a common problem. I have just used some resin to stop them moving about.

Purchase a modern 12v pump such as part wp12 from www.vechicle products.co.uk. as they seem to last a lot better. I have fitted one on the top of the washer reservoir as the wires and pipes were long enough to fit it there and it is so easy to get at. Use the wife's hair drier to warm up the plastic ...
