I can't see any sort of outlet for water that collects there. In my photo, is the drain somewhere under the speedo cable or nearer to the heater pipe?

There are several small holes which drain the water away at the bottom of where your pool of water is, you need to get a wire coat hanger or similar to unblock your holes and then remove as much muck as you can :)

i use air line and a hoover for those drainage holes/passages,work wonders
