The ID and number plate goes with the body.
You can resell a rotten car using a secondhand body shell if you wish, but legally you should use the ID of that shell and not the rotten one.
This does open a can of worms - for example we used a very rotten Sprint donar car that was missing it's engine and ID, plus a TR7 engine to re-engine a solid 1500 fwd with a blown engine. What's now on the V5 is a Triumph 1500, cylinder capacity 2000cc. And it's insured as such, a modified Triumph 1500. It's not a Sprint despite having more Sprint parts than 1500 fwd parts...
