When I have the main lights on AND push the light stalk forward away from the driver, the main lights go off ?! Is this correct.

When you refer to "Main Lights", are you referring to the headlamps (both main & dipped beams) in general or the headlamp main-beam function only?
In what I think you are referring to the neutral position for the steering-column mounted, combination stalk-switch, it is the headlamp dipped-beams which operate, when the main headlamp rotary-switch is in the 2nd ON position.
The blue warning light should only illuminate when the headlamp main-beams are on. This should only occur under the following conditions:
(1) The steering-column mounted, combination stalk-switch, is pushed away from you, when the main headlamp rotary-switch is in the 2nd ON position.
(2) The steering-column mounted, combination stalk-switch, is pulled towards you, as a momentary function, which briefly flashes-on the main beam, irrespective of whether the headlamps are switched ON or OFF.
There is no warning-light / tell-tale-light (
NOT blue!) on a Triumph Toledo or Dolomite for the headlamp dipped-beam function, although there are occasions when it might be useful to have one, which is why my 1974 Triumph Toledo 1300 "HL Special" will have one as part of my refurbishment & upgrade program.
