This is what I did with the Carledo and for the same reason. I messed about for ages trying to make it all go together without any success,seemed like I would need to reduce the eyebrow thickness by about 50% by which time it would be nearly transparent and have no strength whatever. I had a NOS inner front panel that was rigid enough to support the headlights unaided. 11 years of hard use and a couple of minor frontal impacts seem to suggest that I was safe to do it.
Screwed AND glued is the way to go. Get it all aligned and try fitted with screws, when you're happy with it, take it all off, slather the mating surfaces with Tiger seal and screw it back on adding extra screws as needed to make a really solid fix. There may be a couple of spots, like the grille opening, where the hex heads of Tecscrews interfere with correct fitting of the grilles. I just lived with it on the Carledo, replaced the tecscrews with very flat headed tappers on the Dolomega, backed up with spire nuts on the inside, but you COULD, once the Tigerseal is properly set, just remove the tecscrews. Being a belt and braces kind of guy I didn't want to risk it!
