Frankly I don't understand why anyone uses BOC, their rental charges sound like another example of ripoff Britain.
Simple economics.

BOC rental charges are offset by the lower cost per unit of gas.
They, after all, are a supplier of industrial gases.

Ian.

Like Ian says, BOC are an industrial supplier and although they did dabble in the retail/hobby market a number of years ago they abandoned that business model as it was not profitable for them.

I use Hobbyweld, I go through one Ultra Mix 5 20 litre Refill per year or sop with the work I do. The last one I got was in July and it currently sits at just over half empty. I have always used the same supplier as well, Just Kampers, so have never had any issue with paperwork. Frankly if you have a cylinder to hand back there shouldn't be a problem.

I currently use Air Products but not when my current cylinder is empty. I use a half size bottle of Argon and it costs £45 a month rental.
