My car was registered for the road on 1st November 1978, T Reg ( I do not know the build date ), so this makes the car at least 40 years and 4 months old.
Today I received my V11 for tax renewal for the 1st May 2019 onwards and it states that I have to pay £255.00 for 12 months, I thought that it would be tax free this year ??? and have read on the GOV.uk website and I state you can apply to stop paying vehicle tax if your vehicle was built before 1st January 1979.

So am I exempt or not exempt. ??

As usual thanks for your help.

Yes your car IS exempt as of Monday before last 1/4/2019 (as is my own Sprint, registered 1/9/78)

But DVLA will NOT do it automatically, or even tell you that it is elegible!

All you need to do is trot down to your local Post office with the V5 filled in with the change of Taxation class section changed to "Historic" and collect your reciept for £0.00 for your next years road tax. They will keep your V5, send it to DVLA and you will get the adjusted V5 back in the post in due course. Best take the MOT and insurance cert with you just in case the PO staff are not familiar with the rules, the car is MOT exempt as of last November too.

In THEORY, you should get the tax you have already paid for April back at some point, but I wouldn't hold your breath, as you will have applied after the 1st of the month so they'll probably rob you of that £21.25 on the theory that you only get complete months back!

Mine was first registered on August 1, 1978...T reg.

Its been on SORN since about 2004.

About 10 days ago I sent in the ( V5C is it ? ) writing in HISTORIC on the bottom section and signing it and send it in to DVLA.
The P.O also gave me a white form for which I think it was MOT exemption so included it with V5C and sent both together to DVLA.
These were the instructions from someone knowledgable about this at the Camborne, Cornwall main P.O.
He also said you no longer have to provide proof of insurance at the P.O. counter.

I haven't heard from the DVLA so far but I think they have to notify you after 10 working days as to the progress .
I'm not sure what is happening at DVLA but I'm inclined to think the DVLA will send me a new V5C logbook which I then present to the P.O.
Maybe the DVLA does all this automatically at Swansea now but i guess I will find out although it could take a few weeks according to the website.

The DVLA will know whether the vehicle is insured of course.

Will post a reply again when I get some news.

Peter.

Thanks for you quick replies, looks like I am tax free, do I have to fill any forms in to become mot exempt as well or is that automatic, I will always mot'ed every year as it is good to have another set eyes to check everything is ok, but at least you are not set to a specific date.

Dave.

You'd have to send it in to DVLA if you applied BEFORE 1/4/2019 as the PO can only do it ON or AFTER the 1st of April.

There is a form for MOT exemption, available from the PO, but, if it is currently MOT'd and you intend to keep testing it voluntarily (sound choice!) then you don't need to do anything!

The V112 form seems a pointless exercise. My experience has been mirrored by what happened to other classic drivers. I filled in the form and presented it to the post office clerk who looked at it, did nothing, and handed it back to me. They don't stamp or date it and don't record it. The DVLA don't record the form either. So what's the point of it? I keep it in the glove box, but what standing it has is debatable as the only writing on it is by me, and there is no official stamp or other recognition that it ever existed. Anyway, I have had the car tested successfully and will probably do that perhaps every two years as the mileage will be low. I think the powers that be just assume that any car over 40 is MOT exempt. To me the form is superfluous.

I have a 1971 Yamaha 650 which has been out of MOT for several months, its tax renewal came in the post. When I went online the only question the DVLA
asked was, has it been modified in any way yes or no. I ticked no and "hey presto" its now taxed. Surprised there is no mention of road worthy condition ( it is of course faultless ). So no V112 is needed online. It is a good idea to carry one though.

My understanding of the rules are that it is declared MOT exempt or it has to be MOT'd annually as normal. If it is MOT'd this gets logged at the DVLA as normal and then if it is not done when due the following year then that becomes an offence as it is not subject to the exemption. To do what you suggest would require you to re declare it MOT exempt every other year. Surely better to just get it inspected by a tester unofficially if they will and keep a record of this and also invoices/ proof of any work required being done.

I don't think that's right. You can't declare the car to be MOT exempt. Filling in the V112 form makes no difference because it is not logged anywhere, so DVLA or whoever it is won't have any record of the MOT exemption anyway. When retaxing, they don't ask if it is MOT exempt, just if it has been "Substantially Altered". My understanding is that they assume all vehicles that are classed as "Historic" will automatically be MOT exempt unless they are highly modified. The fact that I have had it tested doesn't alter that fact. Yes, the MOT has been logged on the vehicle's record, but that doesn't alter the fact that it is "Historic" and therefore automatically MOT exempt.

I don't honestly know what the point of the V112 form is. The post office don't log it, and it doesn't get sent to the DVLA. It is just a piece of paper with my writing on it and I can't believe it has any function in law. I could easily have knocked it up myself on the computer.

Anyway, if I'm wrong I will find out next year

There seem to be plenty of grey areas on these exemptions. I had to register a colour change on my 1968 motorcycle and at the same time I changed the taxation class to historic on the V5 before sending it in. After some time I got a phone call from the DVLA explaining that the taxation class could only be changed at a post office, and I pointed out that this would mean issuing yet another ( third in a month) V5 at their expense after this was done. When the V5 arrived back I was surprised to find that they had in fact changed the class to historic, so there could be some element of common sense after all. I think the MOT exemption form is no more than a piece of paper which helps Post Office counter staff by reminding them that an MOT is not required, and reminds us that we should make sure that our vehicles are reasonably road worthy. In the end no 40 year old vehicle is anything like as safe as a modern one and has to be driven accordingly.

Do you really expect a garage to keep a log of "unofficial" inspections? And what standard are they working to? You can keep the receipt with what it is for, but I doubt the person who did the inspection would want to appear as a defence witness. If you want an MoT test, get it done properly. then it is logged on the DVLA computer with no question of its validity.

I received a new V5C in the post this morning.
It took about 10 working days to process it.

The V5C is now an listed as HISTORIC VEHICLE showing as an X class on the vehicle details section ( part 4 ).
Its is also stated HISTORIC VEHICLE on part 10 ( New keepers details V5C/2 ).

Guess I take it down to the P.O and get something to stick in the window.

For insurance I went to GoCompare and that came up with an annual £75 a year insurance from Performance Direct insurance and I can pay monthly.

Looking good.

Peter.
