Can these modifications really improve perfomance much?

For everything to do with Dolomites, Toledos, FWD cars and Dolomite-based kitcars.

Like most Jap four cylinder engines the Acclaim unit is exceptionally well balanced and loves revs. It is effectively detuned for the road. Improving the breathing and fuel delivery (that'll be the Dellortos) will allow the thing to rev higher and harder for longer and will allow the power curve to be much more sustained higher up the rev range.

I agree that the Acclaim engine loves revs and is generally a very nippy, especially in the lower gears and are indeed a cracking little engine.

But would the Dellorto carbs be restricted from unleashing their full potential if the cylinder head has not be modified in accordance?

I agree that it is possible to gain performance improvements with careful modification such as a the TR3A that Martin mentioned.
But even this TR engine still had to have a modified cylinder head, camshaft, Weber's, manifold etc to knock three to four seconds off the 0-60 time.
The Acclaim in question has only had three modifcations done, twin Dellorto, Manifold and a larger bore exhaust.

As Martin rightly says to really extract the full potential out of a car you need to change the gear ratios etc.

I am not saying that an Acclaim cannot be made to accelerate very quickly, of course it can but in my opinion (and it is only an opinion) doubt that the car can hit 60 mph from a standing start in just 9 seconds with just those relatively minor modifications made.
