1500fwd rocker cover

just taken this off to paint it and everything underneath it is all covered in a black goo. is there an way way to clean this off?
Hi,
Stuck mine in a bucket of paint thinners for a few days and it took everything off.
Only £9 for a 25 liter drum from my local parts store, far cheaper than any engine de-greaser!
