Advice please

Thinking of buying a Dolomite that looks pretty solid overall, though has a crusty patch at the end of a box type section to the rear n/s of the transmission tunnel. It doesn't look great though I'm thinking it's nothing major. Should I be worried!? Also, how difficult are steering columns to fit? I'd class myself as a reasonably competent DIY'er! Thanks in advance
