Toledo steering clunk

Toledo had the lower flexi coupling refurbished a couple of months ago. It's still making a clunking sound when turning on hard lock. Anyone know why?

Upper column UJ seized or worn?

If you find nothing wrong with any of the rack components, I would check the front suspension. I have had a few cars were noises I thought were to do with the steering were actually worn ball joints/bushes in the suspension.
