How is the locating pin supposed to be fastened to the cam sprocket?
The nut that one would think should unscrew appears to be pushed on to a plain shank. Is that it? Interferance fit with a bit of loctite?

Yes correct, the "nut" has no thread and is just pushed on.

The threaded part is only used when the sprocket is taken off the cam and held on the support bracket, usually by using one of the cam cap nuts.

The cam pulley is held in place by the bolts, the pin in really to locate it. Something you will find out if the bolts shear, which has happened to people.
