Engine numbers

Can anyone shed any light on a engine number on aluminium pop riveted plate beginning RTC no other number found yet, after a lot of searching ,is this a gold seal number. Or is it a complete mystery.

I've seen TR7 blocks identified with such, but also replacement engines which also have 'ESS' as a suffix

My Spitfire with a 1300 engine had a very similar plate with RTC2458R followed by a 6-digit number and below that a stamped 3-letter 3-number code. I believe this was a factory (or factory-authorised) reconditioned engine.

Yes that would make sense, I know it was reconditioned when the car was restored. I'm I right in thinking the RTC number is the reconditioned number and it has3 initials underneath, could this be the person who did the job. As I have heard engine builders put their own stamp on their work. Is that realistic.
