Seeking hard evidence...
.. on the introduction and changes to the historic vehicle VED exception. I've searched and all I can find is this <!--EZCODE LINK START--><a href="http://www.hm-treasury.gov.uk/media/E9E ... Reform.pdf" target="top">consultation</a><!--EZCODE LINK END--> linked from the 1998 pre-budget report. That document just says he's gonna leave it as is. So who did introduce the scheme, when and when did brown bog it up?<br>

Does this help? 1998 was also the same year that they introduced SORN (I think).<br>

This is in keeping with the Government's aim to ensure that the UK meets its legally binding Kyoto targets for the reduction of carbon emissions. The rolling 25-year exemption was abolished in 1998 because it was inconsistent with this environmental focus. <br>

Currently the VED exemption in respect of all vehicles registered before 1 January 1973 costs the Exchequer over £40 million per annum. If the rolling 25-year VED exemption for cars had continued to the present day, the additional costs to the Exchequer in terms of revenue foregone would have been close to £9 million in 2003–04 alone. The total additional cost since 1997 would have been a little over £20 million. Precise figures would require detailed analysis of vehicle stock data, including engine sizes of all extant 25 to 30-year-old vehicles. Future revenue implications will depend on vehicle ownership and use patterns, and in particular on how quickly older vehicles are scrapped. <br>

Thanks, missed that. The wording of the pre-budget consultation led me to believe the change had already been made so I was searching mostly in the wrong date range. I had looked in the 1998 speech and the 1998 budget notes and found nothing, I guess that's what is meant by stealth tax! <br>

Introduced by the Tories obviously - must have saved Alan Clark a fortune on his collection. It was in place when I got my first camper (1970) in 1996.<br>

The Kyoto thing is nonsense. yes, newer cars produce less pollution but producing new ones produces far more. In fact taking into account production through to end of life a car actually produces most of its CO2 emissions during its production rather than driving. Scrapping the scheme was purely for revenue raising purposes. It's always the car that gets blamed for CO2 emissions, strange how people forget how "green" particularly new cars are and contribute about 12% of the UK total CO2. Nor is CO2 the only greenhouse gas, why not point the fingers at those paddy fields with their methane? or cows?<br>

Worst thing is government banging on about it as if we as a small island nation can "save the planet". <br>

Only reason...
was the purely cynical one that a lot of Tory MP's had classic cars and Fatty 2 jags could be caught as well so it was also personal. Gordon who was friends with Tony and not married at the time thought Prezza was out of order demanding a ministerial pay rise of about 30 % on the basis "your wife earns it...mine spends it so I need it". He therefore killed 2 birds with one stone.<br>

Trouble is he also hits us....its a patently ridiculous thing to argue its a green tax and as we all know production is the major CO2 generating part of a cars life. Its also not in line with Europe, where there is a rolling concession for cars of 25 years and older in most countries.<br>

What we should do is get a club office in Ireland or Holland, re-register all our cars on mass and stick a big V sign up to that stupid red underpants wearing scottish half wit. How can he be prime minister...he cant even shut his gob between sentences.<br>

The car has to be legal in it's country of registration and there are limits on how long you can do this. The fuel, ferry, MOT/TUV/whatever + roadtax would have to be less than our £small + £0 + £40 + £175/£110.<br>
