sprint spark plug tubes

I have a little bit of confussion! I have a triumph repair operations manual it indicates and gives a diagram of the tube with the larger of the two seals upper most, the ones fitted in the engine I have dismantled the larger one of the seals was in the cylinder head also there were no rubber seals fitted to the tube when I dismantled it any ideas ?

Larger diameter rubber bit into the cam cover, this might help (scroll down a bit) left hand side went into the cover:
