Removed and cleaned rear light lenses and mounting plate. With the ignition turned on and the trafficator activated the tacho responds to the flasher illumination (R & L) by pulsing its full rotation range:?: .

That sounds like an earthing issue - I don't have a wiring diagram to hand, but it sounds like the indicator relay is earthing through the tacho for some reason. If you've recently been playing with the rear lights, try adding a temporary wire earth to the bulbs and see if that fixes it.
