It's not just fitting another camshaft. My Std sprint engine has 139hp at the rearwheels just by finishing the engine where Triumph did stop. Balancing and smoothing things out. Std camshaft and HS6. Much more torqueier at lower revs and more driveability than with "hot" cams.

What Jeroen says is right. there are often substantial gains to be made from what used to be called "blueprinting" which is nothing more or less than getting rid of manufacturing tolerances (which at Triumph were quite huge!) A bit of balancing, port matching and polishing (and don't forget to check the oil pump) can work wonders!

Its a funny thing you mention check oil pump as years ago I refurbished my TR5 by fitting new shells rings etc together with a new pump.
When I started the engine it had a regular knock like big end gone :( I was delighted to find that the fault was a crank web just kissing the oil pump  so after a bit of fettling all was well.

Instead of telling you all about what I've done and my car produces, I'd guess somewhere between nothing and 12bhp according to the figures on your link. That was what you asked wasnt it?

I used to blueprint sprint engines & get 155 bhp at the flywheel using all standard components, flowed head all put together very carefully. Just changing the cam is likely to give less horse power.
