It is really simple to create an avatar picture if you're running Windows 7 or later.

Select the picture you want to use for your avatar.
Right click on it and select "Edit". This will open the Windows Paint program.
Click on "Resize"
Click on "pixels" and change the horizontal value to 200. Make sure the "Maintain aspect ratio" box is ticked.
Save your resized photo under a different filename.

This photo can now be used for your avatar. I use this very method to resize the large photos that have been uploaded directly. Reducing the size makes them easier on the eye, saves space on the forum server and best of all, you don't lose the picture quality. I found a horizontal size of 1024 to be the "sweet spot" and works for most monitors.
