I have about 4 laptop chargers for Dell. As it converts AC to DC (19v), can I chop off the mains part and put a 12v plug for the ciggy lighter to charge it?

No, it's a/c to dc.
What you need is a 12v to 19v dc to dc adaptor/converter at the minimum amperage rating as the mains unit.

Mahesh the car is DC so if the AC part isnt here its just DC in and out isnt it?.

At 12v it would be a very slow charge for the laptop, and no chance of charge and use at the same time.
I'll check at work if I can find the universal ciggy socket to laptop power supply, they are voltage adjustable and voltage regulated on the output, it's a question of where I put them.

Hi Tony, One way of doing this is to use a 12V to 230Va.c. power inverter. Like one of these.

From experience they are not good at powering lighting loads as the cold input current is much higher.
Also some have pseudo sine wave outputs which some pieces of electronic equipment doesn't like as they electronically chop the voltage up and give high peak input currents. Maybe take the charger in and tell them what you need.

When I used to be on sales I had to d quotes on the road, i bought a 150w inverter and it did the job admirably.
I also used it when camping for the 230v Air pump although rated at 200w the inverter coped for the very short time needed, as it spun like the clappers.

You don't get something for nothing in physics, so 12v to 230v to 19v is massively inefficient!

Older Dell Lattitude's have a 7.4mm x 5.0mm barrel, so as long as the listing is correct, so yes in theory but they do not list the wattage in the listing. For example this model Lavolta charger http://amzn.eu/gHxAPj4 (sorry for all the Amazon links, they just handily have everything with specs) will work with a Dell Lattitude D610/D820 because it's 19v/90watt with a 7.4x5mm barrel even though the listing doesn't mention a Dell, it's £13.49 if you have an Amazon Prime account.

No joy at finding one at work today, will have a good look over this weekend for you.
I had the uniross universal type, which is a lot better made than the ones on Ebay at the moment.
If you could post your laptop model number, the correct dc plug size can be ascertained.

The only down side is at 65W it will not run a beast of a laptop while you play Crysis but on the up side nor will it melt your car wiring. It will run a laptop hard enough to watch a film, do general stuff or recharge it when off.
